I have the latest version of PCSX2 and i have reinstalled C++, There is no run as administrator button and the program is installed under C:/PCSX2, Please Help

C++ 2013 is required. Make sure you have that version. (X86 and X64 depending on your OS).

better to have both, but pcsx2 only needs the x86 version.

@OP : you should find a link to the appropritae download just on the page where you downloaded pcsx2
