Yup.
I actually had this particular scenario in Final Fantasy VIII on my PSP.
I didn't know I had an NTSC version of a code (For all Items). So I used it on my PAL game, and because the values of where the code is supposed to write is completely different for the PAL game, it instead ended up adding bugged characters to my party and then ended up freezing my game when trying to access the buggy chars. Couldn't switch them out anymore either.
That's why you always have to be careful with codes and make sure they're for the correct version of your game.
