Did you try the Skipdarw setting aswell?
For problems like this a value between 2 and 5 may help but you could try everything from 1 to 10.

when i say every HW hack i mean skipdraw too
i tried every number from 1 to 100 didnt help
at this point i'm going to agree that this is a gsdx issue
i have linked this thread inside the gsdx thread
If it didnt' work in ZeroGS either how is it a GSdx issue?
Can you please provide the full emulog after the problem occurred?
Can you please try an older version as 1.0 or 0.9.8?
got it tested. there's nothing in the log. it's something missing. a tiny bit of setup to puzzle and blend the buffers correct together. or detect to clear/free it. i don't mess with gabest's code anymore - i can't fix it. he might have a look at it. and... zerogs actually renders it ingame. "sometimes". doing a lot black frames. awfully glitchy. it's just seriously outdated.

http://forums.pcsx2.net/Thread-Power-Drome-SLUS-20978-U
as you can see there i tested it in a bunch of different pcsx2 versions
as for the log no because it would be pointless as there was nothing logged that would have been helpful the log had no errors or warnings
it did like it normally does with all games
if you don't believe me look at the screenshots from my previous posts thats all you get
Sometimes it is not an error that can show the problem. Some people use the Japanese v1.0 bios which is known to make problems. Some people enable cheats which is known to make problems. Some people use directly the dvd - some the iso. In the emulog is just everything written that would be nice to know if one wants to solve or reproduce a bug.
But actually this is not my problem but yours. I just wanted to help you. If you don't believe me than look at the screenshots of penguin wallpaper.
