Yeah, sure.
Check if your computer meets the recommended specifications.
Then check if there is info about the game you want to play.
See if that game is known as being demanding (like the narutard or dragonballz games).
Edit: I meant the Naruto Ultima something games

I've tryed to play Narutimate Accel 2, but i'm getting only 8-12 FPS ingame, because of my ***** PC, but how to play it on slowmotion ?

Yeh, I figured you wanted to play these games from your avatar
Anyway, these are known to run slow. You need something simelar to a 4ghz core2duo and a nice nvidia card for them.
If you don't have that, you'll have to live with the slowmo. Emulation is unlike pc games in this point!
So what you can do to speed it up is basically setting gsdx to native resolution, and enabling a few speedhacks.
I doubt you'll get anything playable though, if you start off with these numbers..

you can also try VUskip in CPU, it should help some, but I can't say for sure how much.

what he's trying to say is that if it's possible for games to render in a slowmotion kind of way (instead of the animation stopping then jumping to the next frame)

I think it's imposible, it's the same work as running at full speed.
