Disable the half pixel offset hack in GSdx, if you're still trying to debug it.
No sorry, I try to activate EE gamefix one time and to disable half pixel the other time BUT, no one, solve my blurred problem ... there may be some other option?
I would try the other game fixes as well.

Unfortunately one at a time I would say. (including a complete reboot after each trial and not using any savestates but only memcard saves)
I get the motion blur too on 1.4.0 and it is annoying as hell. I wish there was some way to remove that effect.
