It sounds like your fan is favoring "be quiet" over "be cool." You might looking in to see if you can change that (Perhaps in the BIOS, or with some program like SpeedFAN)

Yeah, as Blyss said, it seems it prefers quiet mode. SpeedFan should work well, if you don't wanna mess with the BIOS. There are some other programs that could help, but SpeedFan is one of the better ones.
