so, when one installs free mcboot onto their memcard, can they copy/paste files from a usb stick onto that card through ulaunchelf or whatever is on the memcard, or must something be done on the pc first?

I essentially saw a mem card with free mcboot preinstalled on the internet and I wanted to try and dump the bios files from my ps2 and use that for my pcsx2

Once FreeMC is installed on your memorycard, then you can freely do copy files with ulaunch, yes.
