Right now, Core-M processors based on the broadwell architecture are a good start for powerful mobile devices.
They're already built in 10" devices and up but I haven't seen a single 8" or less Tablet using Core-M.
Most cheaper devices under 500EUR still use Atom Baytrail based SOCs.
I highly doubt they did. any evidence about this?
It would be easy to find pcsx2/gsdx code with reverse engineering
