So i got this lenovo g40

Amd A8-6410 2gHz
4 Gb RAM ddr3
2 Gb Vga card Radeon r5 m230
Windows 8.1

I use the 1.3.1 Version and t still wont reach the 60 fps,

My older laptop which is
Intel i3
2 Gb Ram
Nvidia gt720m

Can play the game without any problem.

It may be decent for every-day use, but it's not decent when it comes to PCSX2. The CPU is too weak, only 880 STP on Passmark. Try messing with EE/VU speedhacks but don't max both out, also try if MTVU helps.

It' highly possible your old laptop's cpu had a better stp than the current one (only 884).
hence the lower peformances
