Can you use a DS4 and a DS3 at the same time on the same bluetooth dongle?

I attached a screenshot of my resource monitor. I don't know how to do anymore troubleshooting or check where it is being sent. Is it possible that this is bluetooth traffic?

Well, that screenshot is pretty useless; it doesn't show where the traffic is going! I bet it doesn't even leave your machine:

Hi there! I've been using SCPServer for a long time now. I installed it a few weeks ago on a fresh install, and managed to configure my olc PS3 controller. No problem here.

However, I started noticing some problems, with the controller. Alas, it's way too old and I've dropped it one too many times.

I went and bought a new one, uninstalled everything, plugged in the controller, installed the SCP-DS-Driver-Package-1.2.0.160 (I didn't know, I'm sorry!). After install, everything seemed normal, only I couldn't use the new controller. It blinked and then turned off, and wouldn't turn back on again. After resetting it using the tiny button behind the controller, I tried. Again and again and again, and no such luck. I thought maybe I broke the controller, so I went and demanded another one from the store. And it happened again, with the old driver package. I realized that the controller would turn back in if I reset it and plugged it into my PS3.

I googled and found this thread. Tried using the new drivers, and no such luck, everything is the same.

I have attached everything I could think of that might help. Should I post the model number of my controller? It's a cechzc2e.
Installed everything as directed.
Everything says it was installed successfully, Bluetooth and my DS3 Controller.
Controller works great connected via USB.
Disconnect USB, all 4 lights flash for about 1 minute then turn off.
No Bluetooth connection. Dongle is on the list of supported devices.

Check device manager, I see 'BTH DS3 Device' and 'PLAYSTATION®3 Controller' (The latter only when the controller is connected via USB) under 'libusbK USB Devices'. Bluetooth driver appears to be working fine but the controller wont pair.

Went into CMD and enabled and disabled the service a few times from elevated command prompt to see if it would kickstart it. No dice. Also tried uninstalling and reinstalling the drivers using the tool with no success.

Is there something special I have to do to get the service to pair the bluetooth or just disconnect the controller while the service is running? The controller will be working just fine before I disconnect the cable, and the bluetooth driver seems to be working. Do I have to use the pair tool or something? None of the documentation I've read explains anything special for pairing the bluetooth.

Running Windows 10.
Dualshock 3.
USB\VID_0A12&PID_0001 Bluetooth Dongle.
