Already installed version 2008 2010 1013 and 2015. But i will reinstall it.

Seems like your anti-virus is sending pcsx2 to quarantine. Which anti-virus do you use?
And whats happens if you open the properties of the file (right-click -> properties)?

Just using the built in Windows Defender, If I check the properties of the exe it shows the correct icon.

The problem still occurs. Missing file: api-ms-win-crt-runtime-l1-1-0.dll
Please post it here. And what does the binary pack contain? Can i run it using its binaries? Thanks in advance.

Then how can i run it without that file. You may already installed it and run pcsx2. So can you search that file in your pc and post here?

We can't.

And you were already told it's related to VC2015++ runtimes.
And you still didn't mention whether you tried repairing the installations. You only mentioned 'installing'.

I tried to uninstall and then install many times and also tried to repair it but failed. Maybe that occurs after installing this window.

brand new windows 10 clean installing = issues solved
