Pal Games won't go over 50 fps whatever you do

you can't actually increase the real FPS over 50, but you can increase the vertical Frequency (AKA VPS) by pressing F4 removing the limiter.

just in case you get confused, PCSX2 currently display the VPS not the real FPS of the game.

I'm not really sure what the complaint is then. Your performance is right where it should be.

If you wanna try and maintain a solid 50 FPS in your games your still more than welcome to try out my recommended settings but honestly I don't think it's necessary in your case.

Actually the games he mentions (Burnout3, R&C) both have 60hz(NTSC) modes, so he should be able to reach 60fps. Assuming he selected 60hz/NTSC modes while booting those games.
