using nvidia tools is safe, it won't oc more than your pc can handle (if it tries to it simply freezes the Pc, restart it and you'll be back to factory default) just don't tell it to run these settings on startup and you'll be fine.\(general rule of thumb I use: no more than 20 more on any oc (my processor FSB is at 200mhz, I don't go over 220mhz )
os as in windows (I use os, which stands for operating system, to cover all versions of windows, not just vista and xp )
FSB is the front side bus (it just says FSB on tools)
OS is Operating System and FSB Front Side Bus
