I am trying to play NASCAR 09 from a DVD-ROM

no other choice than playing it on your PS2.
this game isn't compatible with pcsx2 yet.

that sucks, the r2 button is a pain for full throttle tracks. Hopefully it will be supported soon

I don't think so.
have a look at the compatibility list to understand why
