I think upgrading only the GPU is not enough it might gap his current AMD
even my PC can't stand at perfect speeds in Hollow bowston(Radiant Garden--later)

if you could afford $150 ,I suggest Phenom II x3 720BE
Phenom II are much faster than Athlon X2, especially in PCSX2.

AMD has done great job in upgrade path, most old mainboard will likely work with Phenom II

Yes, Phenom -- is like the only AMD procs that perform with PCSX2 it seems.
You may also be restricted by your gpu. There were some reports of games running slow with nvidia 7 series.
