Try config > Advanced put both clamp modes to none and check both flush to zero. In speed hack use 1.5X and check off all the boxes on the right. I am using a GeForce 9800 and a 3.16 Duo Core and my FPS rarely goes below 50fps, and if it does, it's due to voice acting.
