This is what it gets stuck on, I have tried to run it as administrator and my Vdist's are all up to date.

Can't you just delete this DLL ?
You won't be able to use it anyways

You could either delete the AVX2 dll file (or) download a latest git build. (Turtleli fixed these freezing issues)
