Through the Task Viewer the CPU is used by 70% and via GSDX window...30%
Via task manager is the true info about your cpu. If you want to see real cpu working, disable all speed hack and dont use frame skip/vu skip.

Same problem here, Dragon Quest VIII NTSC at 25-30 FPS. My config:
Intel Core 2 Duo E7200 @ 2,53 GhZ
2 GB Kingston RAM Dual channel @ 933 MhZ
ATI Radeon HD3650 512 MB with Catalyst 9.5 for Windows 7
All speedhacks on.
Gsdx SSE41, DirectX10. Other games (Kingdom Hearts 2) run fine. Any suggestions?
i think the game need very power full pc some times need pc like that
