What did you expect? It's never a one to one ratio, the super nintendo back when i first found zsnes, required at minimum a 800Mhz processor. and look at the processor that had. and it still doesnt run properly on some systems. (snes9x latest git is a good example of this) Honestly. It would be simpler if someone found a way to make a Fake ps2 that could run iso's ala Open ps2 loader style.
yeah.. console emulation is one of the most intensive most users will ever do.

Its even a much different beast then just running a vm.. which is also emulation at the hardware level. At least running a vm, you're still running the same instruction set for the cpu's.. And a LOT of work has been put in over the last decades allowing the sharing of resources and direct access to ram/disks/etc..
