When you extracted it, go where you did so, and launch dxsetup.exe

I have't ever done something like this lol.

No, you don't have to restart your pc. You can delete the folder where you extracted the files if everything installed ok. No disrespect, but this is common computer stuff that you should learn to do. Esp with emulators, it really helps to have some basic computer knowledge to get them running. People can't hold your hand through every step. They assume you know how to do the basics
