 OS windows 7 64 bit
intel core 2 duo CPU P8400 @2.26ghz 2.27ghz
RAM 4gb

can i run pcsx 2 at least at minimum graphic settings ?

You should be able to run it yes, but it possibly won't be smooth unless you are playing a very light game
