I downloaded pcsx2 1.4.0 and installed it on my windows 10 pc everything is fine to this point then I downloaded the bios dumper tool launched it using ulaunchelf and dumped my bios. (Bios is: SCPH-90006 V2.30 Japan PAL.I was able to dump it with ulaunchelf using modchip dev1 mode).When i open pcsx2 and select my dumped bios and launch without cd/dvd all i get is a black screen no audio nothing.It doesn't matter if i select an .iso game it still gives me a black screen.Please help me with this.

Please post the contents of the emulog.txt file after the problem occurs. The file can be found in "My Documents\PCSX2\logs" for the installer version or in "PCSX2\logs" for the portable/binary version.

Did you tried switching to DX11 in GSdx
I tried it right after i saw your post.Didn't work sadly Sad
What about some of the software modes(DX9/11/OGL)?
Also this may sound like a stupid suggestion but sometimes(rarely,probably caused by something else)I get black screen when I try to run pcsx2 and no matter what I try,nothing helps except restarting windows
I think i found out what the problem is but i don't know how to fix it.
I downloaded a pirated bios 70004 v2.0 PAL (i know it's against the rules) then i started pcsx2 no cd mode it started with pal mode and locked the frame to 50 then i selected the dumped bios which is also PAL pcsx2 started with ntsc mode and locked the frame to 60 which my ps2's bios doesn't support.
There is no Japan PAL bios
USA - 60fps NTSC mode
Europe - 50fps PAL mode
Japan - 60fps NTSC mode

If your PS2 is really SCPH-90006,then you have a NTSC(Japan)bios and pcsx2 recognize it.
Now there is the chance that the bios is not dumped correctly because of your modchip
I'd guess the mod chip is interfering .
I don't know maybe.Modchip is matrix infinity 1.93.
