I only see an error with the AVX plugin, just go to the plugin folder and remove the file(gsdx32-avx.dll). But your CPU is far from good enough to run PCSX2. It has a single thread performance of 550, where as 1600 is recommended and closer to a 1000 is needed to run at least some games at decent speeds. Your CPU will struggle with even the lightest games.

I removed the file but it still gives me the runtime error, I'm giving up.

I have directX 11. Is there any latest version for directX?

Sure. But which version of dx11 ?

And even if you do get it running its not going to full speed because of that weak CPU
