How is Windows XP causing Pcsx2 to not load the plugins correctly...
i do not know but i think there is no one face problem like that except in vista

Well I am the first one to bring it up for Windows XP, historic hah.
before final step try registry cleaner some times it cause problem like that and if it is not work the final step will be just formatting your pc that the last thing i can do

If your processor does not support SSE2,it does NOT meet the minimum requirements for PCSX2 to run (they are noted in the FAQ too).
So unless you upgrade there is no way you will make PCSX2 work
Really? Well that is rather annoying...
Well I thought it would still run considering a pop up says it cannot run SSE2 so it will run SSE.
