My Laptop Specs are :

HP Presario V3000

Windows 7
Intel Pentium Dual Cpu T2330 @1.6 GHz
1,5 GB RAM
Mobile Intel 965 Express Chpset Family

Can I run Gran Turismo 4 ?
If can, how many framerates i get ?

No, I doubt you'd be able to play anything on pcsx2 in all reality..
