In my opinion OGL is still slower on average than D3D.
I've had a few games where I couldn't quite get playable rates (to my standards) and nothing would bump up to the frame rates I wanted except for switching to D3D
That said OGL is much more accurate, my advice would always be to use OGL first on a game and if you have playable speed you're good to go.

If effects are rendered properly on both Direct3D and OpenGL then OpenGL will be faster (at least on intel and nvidia).
