How do I go about fixing the text here? Switching to the latest dev build fixed almost everything but this. I'm using directx11 hardware mode with no hw hacks

This is an upscaling bug. You can play with the upscaling bug solving options in gsdx hw hacks. Probably align hack and the offset hacks are reasonable to check. If none of the tick options work maybe try tc offset with something like x=500, y=0. Or similar values.
