is there a program that i can re-encode the video i just recorded on the internal pcsx2's gsdx features
i know it split into 2 (video only and audio only)...but all my PCs is on win10 w/c means no more windows media encoders....is there any freeware application on that?

You can use virtualdub with x264vfw.
Virtualdub for muxing audio-video, x264vfw for re-encoding and any mp3 encoder for audio
