I just wanted to know what is the best config to get the highest possible quality for my current rig ?

In order to help you further with your problem, please make sure the following are all provided.

• The version of PCSX2 you are using.
  
• Any non default settings you are using.
  
• What games you are trying to play and if you are playing them from ISO or DVD.

Game : Mortal Kombat Armageddon
Settings are all on default.

I guess you can push internal res to 3x, maybe 4x. and enable msaa x8
You CPU isn't bad, but may struggle from time to time.

If you get performance issue without EE pushing to 100%, try disabling SLI.
Pcsx2 doesn't like it.

Besides maybe some of the most CPU intensive games you can run at least 4x res..

I think there are some settings that i did wrong, because i did put everything at the highest numbers possible but i'm still playing at full speed.
