Help - [Intel Core i3 2100 - 3.10 GHz] X [Intel Core i7 2675 - 2.80 GHz]

Good morning, I installed PCSX2 1.4.0 on my [Intel Core i3 2100 - 3.10 GHz] computer which has [4GB RAM] and [DOES not have dedicated video card], the emulator works perfectly.

Then I installed on my Dell Vostro 3550 [Intel Core i7 2675 - 2.80 GHz] notebook that has [6gb RAM] and video card [Amd radeon 6600m and 6700m series = 1gb] and with the same settings as the other computer the emulator does not work right , I believe that this notebook is better than my computer and so I can not understand why the emulator is only locking in the notebook.

Note: Both are with the Windows 8.1 64-bit operating system [upgraded].

What does it mean "the emulator does not work right"
You get some kind error,it is slower,dome thing is not displayed correctly or what?
I'm sorry for not explaining it right.
the games go slow, while no computer speed stays at 98% -100% on the notebook is between 30% -40%.

What CPU do you have exactly?
I have the 2 CPU's

[Intel Core i3 2100 - 3.10 GHz] is a personal computer, and works perfectly.

[Intel Core i7 2675 - 2.80 GHz] is a notebook, games are slow.

NOTE: Both are with the same operating system (Windows 8.1 Updated).
tried setting power plan to performance mode ?

an explanation, though :
the I7's STR is significantly lower than the I3's STR (around 1300 vs around 1600) that's probably the main reason.
I understand, I have already defined the power option for (high performance).
I'm trying to play (Pro Evolution Soccer 2014).
Will not I be able to play without locks on the CPU [Intel Core i7 2675 - 2.80 GHz]?
