I want to get a new PC that's compatible for PCSX2. I have narrowed my choices down to 2 types.

The first type is a Dell - XPS Desktop - Intel Core i7 - 16GB Memory - NVIDIA GeForce GTX 1050 Ti - 1TB Hard Drive

Windows 10 operating system

Windows 10 brings back the Start Menu from Windows 7 and introduces new features, like the Edge Web browser that lets you markup Web pages on your screen. Learn more ›

7th Gen Intel® Core™ i7-7700 processor
Powerful quad-core, eight-way processing performance. Intel Turbo Boost Technology delivers dynamic extra power when you need it, while increasing energy efficiency when you don't.

16GB system memory for intense multitasking and gaming
Reams of high-bandwidth DDR4 RAM to smoothly run your graphics-heavy PC games and video-editing applications, as well as numerous programs and browser tabs all at once.

DVD/CD burner
Reads and writes to a variety of media formats, including DVD+R/RW, DVD-R/RW and CD-R/RW.

1TB hard drive for ample file storage space
Holds a significant collection of digital photos, music, HD videos and DVD-quality movies. Intel Optane Memory is designed to reduce performance bottlenecks and accelerate hard disk drives (HDD).

NVIDIA GeForce GTX 1050 Ti graphics
Driven by 4GB GDDR5 dedicated video memory to quickly render high-quality images for videos and games.

Built-in media reader for simple photo transfer
Supports SD, SDHC and SDXC memory card formats.

1 SuperSpeed 10Gbs USB 3.1 port
Ultra-fast data connections to transfer large files rapidly.

7 USB 3.0 ports maximize the latest high-speed devices
Also includes 2 USB 2.0 ports to connect more accessories and peripherals. The USB 3.0 ports are backward-compatible with USB 2.0 devices (at 2.0 speeds).

Next-generation wireless connectivity
Connects to your network or hotspots on all current Wi-Fi standards. Connect to a Wireless-AC router for speed nearly 3x faster than Wireless-N. Gigabit LAN port also plugs into wired networks.

My second choice is Dell - Inspiron Desktop - AMD Ryzen 7 1800X - 16GB Memory - AMD Radeon RX 580 - 1TB Hard Drive + 256GB Solid State Drive

Which one should I buy?
1st one by far
the 1st one shall do but no M.2 SSD...and you see booting win10 on mechanical drive is not easy now.
Why booting win10 on HDD is not easy?
Doesn't really pertain to Windows 10 in particular but any modern operating system will have a longer boot time on a HDD than a SSD. But if you like many don't care if your OS takes 30-45 seconds to boot, then nothing wrong with a HDD.

First build is better for PCSX2 largely due to the Nvidia graphics. The OpenGL renderer is the most accurate (least buggy) renderer, and AMD broke OpenGL in their drivers, and after acknowledging the problem, has refused to fix it for several months now.

So which one would be better for me?  I'm kind of a dummy when it comes to this type of stuff so if you could please simplify it, that would make it easier for me.
First one is better for PCSX2. Better single core performance in i7 7700, plus much better OGL support in 1050Ti. Only downside is lack of SSD, but still first PC is better.
For pcsx2,yes the first one is better but for anything else that don't use OGL,the amd gpu is better.
If you post a price limit, someone may post a better pc for you to get
PCSX2 is single thread performance dependent. The 1800x will have a stp score in passmark of roughly 2000 (same as the tr1950x in my signature). It will play most games just fine, especially with a solid overclock and proper cooling... as a newb to computers I recommend you dont bother with that.

The 7700 - that will embarrass the 1800x in single threaded work.

On to the video cards.. AMD has a crippled OGL stack.. its not lacking function.. its just slow at it. The 1050 card is much better for pcsx2. The rx570 I run doesnt seem to complain too much though, but I'm also not trying to push anything more than 4x native in a couple of relatively easy to emulate games.. NVidia on the other hand seems to run OGL like a champ. OpenGL, aka OGL, is the best supported video system in PCSX2, and is one of the most common ones used in modern gaming (there are others.. and in those, that rx580 will be an excellent card for a budget to mid priced gaming). Nvidia reigns supreme in pcsx2.

All in all, for normal PC gaming that is multithreaded and can use directX 12 or vulkan.. they're fairly equivalent systems.. for pcsx2.. the first system is by far the superior choice.
