Do anyone know what's the best settings on PCSX2 1.5.0 (Latest Version) for the low PC's? The latest version is alot slower then the earliest version. But I'm so psyched that Street Fighter EX3 got their clothes fixed.
It depends completely on your specs.
Default setting is a good start. BTW what's your computer's spec

Well, Is really low here's the current specs. I should be getting a better PC hopefully around in August.

RAM: 4GB

Hard Drive: 1TB

Graphics: AMD Vision 4200

Processor: 1.60 gigahertz.

Operating System: Windows 7

What CPU specifically?
Odds are it will be an athlon, turion or phenom 2 (basically a k10 based mobile chip). Which should be roughly at best Core2duo t5750 and at worst intel atom bay trail\cherry trail.
Default setting is the lowest you can try, you won't enjoy the game if you set lower than the default setting.

Umm,yea,better give up while using that cpu.
Don't expect full speed on almost any game no matter the settings.

The recommended minimum single threaded performance for the cpu is 1600 for most games but that cpu stp is 554(almost as slow as my Pentium 4 2.8GHz and I definetly know that it can not run almost anything at full speed no matter the settings)

And also,newer versions work slower because as you said,"Street Fighter EX3 got their clothes fixed" and that requires more cpu power which you don't have
