my next option is to download 1.5.0 and see how it runs.
maybe there is some features within that can help reduce lag.

Weird, I played this game with a vastly inferior CPU (a Phenom ii clocked at 2.9ghz) and an HD 7870 and got full speed 100% of the time. That was with D3D11 and an earlier build from 2014 lol.

Download the latest git version and leave all settings at default, use either D3D11 Hardware or OpenGL Hardware

d3d11 - 35-50% @ 23-30 fps.
openGl - 34-42% @ 22-24 fps.

no luck..
maybe something to do with the AMD settings?

worst comes to worst my uncle is giving me a gtx 750 for free in a few days so ill just wait
Man something is really off there. Are you using any internal resolution scaling or anything? 250x isn't a great card but it should still handle this game just fine. Can you use something like CPU-Z to check if your CPU is throttling or anything?
I should have a fix/setup for you.
Your PC build, literally everything is better than mine by a step or 2.

I'm giving you my video & audio setup.... for the love of kittens: (DO NOT DISMISS THE AUDIO SETTINGS). I noticed nobody that tried to help mentioned audio at all which I suspect is your major issue because the audio can and will directly effect your video speed, fps, ect.

so the sound is working, but i hear a static sound off and on.
then at the main menu and building your stats, im at 22-50 fps and 40-58% speed.
when playing a match my average fps is 30's

@AlMaJo Okay so with your config, i tweaked one setting gradually and got better results.
Config - video(gs) - plugin settings... from there edit the crc hack level
change it from
CRC Hack Level: Agressive
to
CRC Hack Level: Minimum (Debug)
i did try Full (Safest) and it also got a slight improvement but minimum debug seemed to work better for me.

extra: i also tested with cheat engine and found that using the
[X] Enable Speedhack option helped a TON.
i lowered it from default @
speed: 1
to
speed: 0.7

it didn't fix it 100%.. but it made it even more playable and less irritating. [ over all 90-95% ]
the only thing left to really do is figure out why the slight static/buzzing is happening.
Glad it's better. Still not at 100% though boggles my mind with your system being better than mine.
Have you turned on windows game mode?
WinKey + G & click turn on game mode? It could possibly be something hogging your resources.
Also try installing and running malwarebytes to ensure you don't have any viruses or malware, ect. I recently had one disguised as google chromium that was slowing me down.

When i get home from work i'll see if i'm getting any static i normally keep my volume low and didn't notice any.
I believe it's the option with catmul or whatever it's called one of the options says (nice) maybe try that to see if it sounds better.

I'm just glad we are on the right track now.
Are those the speeds your CPU runs at while the game is running in the emu? If the stock clocks are 3.5ghz that should be more than enough for Def Jam FFNY. Especially since I could get full speed with my A8-3850.

You could also try setting Windows Power Plan to something more aggressive.
Tried windows game mode and didn't get any improvements. fps stayed the same.
Running the emu with steam [ steam fps ] is telling me 30-32 constant.
i also downloaded malwarebytes and scanned, 0 threats.

\@narooN no they are not the same speeds running the game.
my windows power plan is already set to aggressive.. :l
its gotta be my GPU.
if its not my gpu i have no idea and im up for anything.
