I'm not getting sound effects in the menu or in the game. Some background music play.

Game: Klonoa 2 - Lunatea's Veil (USA).iso [SLUS 20151] 2f56cbc9
Outdated threads and wiki says you can fix it by lowering the latency to 3ms ~ 17ms on async and change it back to TimeStretch with higher latency after the Namco logo, but it is still missing the sound effects.

So even with the async fix it didn't work? Let me check that real quick

No, it didn't.
Not sure if I'm doing something wrong, or some commit at one point broke it, but the sound effects (UI and in-game) just don't play.

Leave it in async's lower latency's don't flip back to time stretch and it'll work
