I know there are quite a few issues documented about half speed. This issue is unusual in the sense that it runs perfect for hours (~60 FPS) then after shutting down my PC and coming back to it later I'm stuck at actually a little over 31 FPS or 53%.

Now comes the interesting part. I tried many different things and builds as suggested on this forum to no avail. Taking a long look at the situation I noticed my GPU driver was a little out of date. I updated to the latest drivers, low and behold Everything was back to normal...so I thought, reboot and same old issue. Reinstall driver and everything is fine again till the reboot.

Windows 7 Ultimate
ASUS VS239 | Intel i7 3770k @ 4.4Ghz Water Cooled | EVGA GTX 680 4GB GDDR5 | Corsair Dominator Platinum 16 GB DDR3 | Samsung 840 Pro 512GB | Samsung 840 Pro 256GB x 4 | WD 1.0 TB HDD | WD 2.0 TB HDD | Seagate 1.5 TB HDD

When this emulator works for me it works really well, this has to be an issue with my PC, but where?

Thanks in advance for the time and efforts in hopefully resolving this.
Try OpenGL, you should be using that anyway since you own a Nvidia card.

Also make sure you're running 1.5.0

Thanks for the quick response. Tried it before and now again, same. I'm running v1.5.0 from today.
How did you reinstall the drivers? I would strongly recommend using DDU to completely uninstall the driver then download the latest version off of Nvidia's site.
There is an option is the nvidia control panel(I think only if nvidia experience is also installed and running)called wisper which limits the fps by default on programs not in the database

The problem is definetly not weak hardware because the ee and gs are way too low
And btw just curious, what happens when you get that low speed and press F4

Used the clean install feature in the driver installation options.

DDU is not a utility for the noob. In the readme from DDU it states "DDU should be used when having a problem uninstalling / installing a driver or when switching GPU brand." and "DDU should not be used every time you install a new driver unless you know what you are doing." That is enough for me to stay away from the utility for now. I'm just trying to get an emulator working and it's not worth it to me to take a chance of screwing things up.

Latest Nvidia Driver 430.86

I don't allow it to install Geforce Experience

F4? Nothing changes, same.

Is this happening only while running that game(if you are trying the same game)
Do you have the same problem if you choose from CDVD=>No Disk and then System=>Fast\Full boot
Is it immediately lowering the speed or it stays for few seconds at 60fps

Can you post your emulog after you run a game and close pcsx2
I promise DDU will not ruin your system. The GUI is extremely straightforward, and 99% guarantee it will fix your issue.

DDU is the only way to resolve leftover junk from previous drivers, reinstalling through the Nvidfia installer will not change that and probably would explain why you keep getting problems after reboot.

It happens with any game.

"CDVD=>No Disk and then System=>Fast\Full boot" not sure how to do this. I found the CDVD no disc, but the Fast/Full are to separate options in system drop down.

The speed starts out over 100 fps then a second or two ~60 fps and then couple more seconds ~30 fps
