I think you're just missing some runtimes. Make sure to install the DirectX runtimes as well as the VS2015 runtimes, although that GSdx plugin seems to be built with VS2019 so get the latest runtimes as well. It's the 32bit version of the runtimes by the way.

I uninstalled version 1.4 and instaló version 1.5 and now its perfect!
