Could it be in the Future possible to upload a few Seconds long mp4 Video File ? Maybe max. 16 MB.

We won't enable such huge limits, the forum attachments over the years are already over 10 GB and server space is valuable...you could use youtube and keep the video unlisted so only people with the link can view it (or visiting here)
