Probably you just don't know how to help us, but the game is 100% compatible, there are videos on youtube of it (played with pcsx2).

Edit: I tried dumping several times (with imgburn) and the result is always the same.

Can you please point me to a YT video ?
Edit : finally found one.
Could be a regression, though. Care to try on 1.4.0 ?

Some versions of this game require Skip MPEG Hack to reach Main Menu.
