Hey I have a Problem with Ratchet and Clank 3. The Game slows down sometimes when the factor "EE" goes up to 99%. Ive heard that it might be because of the graphics. I was playing on highest Setting. I thought it might be because my PC, which has a Ryzen 5 1600x and a GTX 1060 6gb in it, was too slow. But when I turned the settings down to the minimum I still got this problem and I think my PC should be able to run games out of 2004. So can somebody help me out?

I suggest you start by using OGL renderer since you have an nvidia GPU.
second, while your CPU is quite good, keep in mind R&C series are ones of the most demanding to emulate. so, you might get slowdowns anyways (EE% means your CPU is struggling)
3rd, your PC should be able to run a game from 2004, that's what not you're doing. you're emulating a game from 2004. and this is completely different.
Doesn't matter when the game was released. Playing a PC game on a PC is very different compared to emulation, it's much harder on your system.
Also, Ratchet & Clank isn't the easiest game to get full speed on. Generally the more open games with big environments need some hectic hardware to run properly.
Check that MTVU is enabled in the Speedhacks tab. If not, try doing so. Pretty much every Ratchet game needs it to run effectively, even on top tier hardware.
