every time i try it says the      program connot be started because there is no api-ms-win-ctr-runtime-l1 - 1 - 0 .dll in your pc try reintalling it to fix the problem 
i dont realy know what to do so can someone help me ?

Looks like an old win7 error. If your are using it, is it up to date? Did you at least install sp1 ?
