I'm kinda new to PCSX2 and wanting to use cheats on some of the games. I've followed all the directions on how to make a pnach file and converting to RAW. It'll say it's loaded but won't work in game.

Can anyone tell me what I'm doing wrong?

You haven't unencrypted the codes yet. The codes are using GameShark v3+/Xploder 4+ encryption, so you must use omniconvert to unencrypt it.
