I'm using win10 english (international) when i set the language for pcsx2 to system default, i get this "Invalid language identifier (wxID=0)"
in emulog. I had no choice but to set the language to english (us). Why there is no english (international) language for pcsx2 ?

because it's the same as en_EN.
so, english (UK) in pcsx2. Just a different way to name it
