I did the mistake of trying today version 1.7.0
pcsx2-v1.7.0-dev-1072-gbb39276cc-windows-x86 (i have original 1.6.0)

...
and i see in Xenosaga episode 1 massive FPS drops

At the first save point on the ship EE load goes to 100% and FPS drops from 60 to 50 FPS

With 1.6.0 EE goes to max 60% and there is no frame drops

I use no hacks on boths , 2k resolution and OpenGL

No my CPU is not struggling . How can my CPU struggle when it runs at 4.7 Ghz in turbo boost and its a powerful desktop cpu ??

Windows Task manager investigations

Behaviour 1.7.0 - total CPU load 14% and it turbo boost constantly at 4.7 Ghz
Speedhacks (SAFEST)
1 core at 100% load and various loads on other 4 cores fluctuating around 4-10%)

Behaviour 1.6.0 - total cpu load in 9% it turbo boost rarely and it fluctuates around 3.7 Ghz to 4 Ghz
Speedhacks (SAFEST)
1 core constant 80% - VERY smooth usage in windows task manager
4 cores at minuscule 5% constant - VERY smooth usage in windows task manager
Disabling frame limit it jumps FPS from 60 to 91 , so it has a lot of room left
Why is version 1.6.0 not dropping frames with the same settings ? Its not my CPU is the version 1.7.0 which cuts performance by 40% and more
yes, pcsx2 uses 2 cores. (3 with mtvu speedhack).
Actually, it's not surprising. as time goes by and dev progresses too, pcsx2 will be more demanding, since it'll emulate console more accurately.

So, no, sorry for you, but it's not a bug.
you may enable mtvu speedhack to put Vus on a 3rd core, but it probably won't give you spectacular results.
best is to keep playin on 1.6, or even keep using your real PS2 for now with xenosaga

Ok so version 1.6.0 runs at 90 Fps unlocked and version 1.7.0 runs at 50 FPS unlocked ... i understand the need to improve accuracy but this huge performance penalty will make sure no one uses your 1.7.0 version. I can deal with 5- 10 FPS loss but not with 40 FPS loss ! What the hell ?!

and as I told you, the best way to run your game is still your good old PS2

In 1.7.0 i can set speedhacks to Safest (default) and the performance jumps from 100% EE load to around 60% ... This i dont like since i could use no Speedhacks on 1.6.0 and the EE load was not 100% but around 80%. Other explanation is that the speed hacks in 1.6.0 slider is different than the one in 1.7.0 on the No Hacks settings
I suggest you check the code for No hacks in 1.7.0 compared to 1.6.0 . Maybe something was enabled by mistake

I gave you the explanation above.
You don't like 1.7->use 1.6
you want to play xenosaga flawlessly->use your PS2 (even if the savegame irritating bug will probably occur anyways)

If so, test speedhacks with them. If you get the same problem, then maybe
