I want to assemble a pc for hyperspin and pcsx2 wheels but I don't know which components to buy example motherboard and video card

a mid range gpu like a 1060 should be fine (go for nvidia, avoid AMD gpu)
about the other parts, use pcpartpicker and take what suits you
For starter, it is best to find the good decent CPU like Intel Core i3 10100f. There's a lot of Intel budget CPUs compared to AMD which they went full ego to fight against Intel but leaving behind budget CPU line-up too much causing people had to pay more for a budget CPU and even just switching unused AM4 motherboard to Intel mobos.
