- CPU : i7 ( 8th gen 3.2 )- GPU : 4GB dedicated  ??   Don’t know what’s that mean!- 250 SSD  - 32gb ddr4 ram

Should not be a problem with most games up to 1080i and 60fps. Take note that size of ssd is too small, get at least 1tb if it's the only stroage.

Am planning to add midnight club 3, gran turismo 3, 4, nfs most wanted and maybe some other 2-3 games, but can it reach 1440p 60fps??
definitely not if you don't have a real GPU
dunno what exact model your cpu is either

It has either RX 550 4GB or 1050ti 4GB
ok. what about the cpu ?

I7 8700 up to 4.6ghz
ok. so, the games you mentioned won't keep a steady 60fps 1440p.
your cpu is good, but those games are gpu hogs.

you may have more luck with 720p or maybe 1080p though
