Because you didn't update your directx.
I update (twice), restart and still not working.

I have D3DX9_40.dll & d3dx10_40.dll

You need 41 not 40(41 is the newest)

I'll say it again...when you install the NEWEST(you're 100% sure that it's the newest DirectX) you'll have those two files and pcsx2 will work.

I install newest DX from microsoft weebsite. Thanks for link. Mebe this will work Smile
I encounted this error once on vista and then had gone to this thread,
but nothing worked.
Strangely , but how i know not of,pcsx2 began running fine after a reinstall.I played DBZ budokai tenkaitchi 3 with framerate greater than 50fps .This is my spec

Hello all people who updates their dx and no update is noticed by gsdx here is a quiqk solution go to ur system32 folder and delete some dx files like (D3DX9_40.dll,D3DX9_39,D3DX10_40) and then use web updater and there you go your prob is solved cant explain coz im typing from my n80 byebye
