My PC specs:
Processor-Intel® Core™ i5-7200U CPU @ 2.50GHz  2.71 GHz
RAM:8 GB DDR4
GPU:Intel UHD 620
The game slowdowns several times and there is audio lag as well.I downloaded the lastest dev build and tweaked with the settings but the game doesn't run properly even at native resolution

You can enable mtvu speed hack and pray.

but it says that hack is for processors with 3+cores,my processor only has 2 cores

That's why I used the words "try" and "pray"
Basically, you're better off playing the game on your real PS2 until you can afford a decent machine

i guess getting a better rig is the only option,older megaten titles are not easy to purchase in europe

No need to buy it another time.
If it works on your PS2, pop your dvd in and play.

And finding games isn't that hard. eBay and Amazon are good places to buy PS2 titles
