Also I noticed that these lines desappear if I set Half-Pixel Offset to Normal(vertex) but the big horizontal white line appears on the top of screen instead of these lines.
Help me, please!

F9 is a software mode. It fixes problem, but the resolution becomes native.
I'm not a kid, I've just spent colossal amount of time searching ways to solve this Laugh I'm sorry if it seems like impatience...

sure. but this way, it matches what you experience on your real PS2

Yeap, it works even with hardware mode with native resolution. I'm just searching methods to run it at 720p at least.

Oh, well ok, but why? I mean, I've seen a few videos where it works with 1.7.2 build.
And what build I should wait? Stable?
probably because there has been a regression. that's why we asked you to test with previous builds to know from where the bug started to occur. this way, devs could spot the problem and solve it for the next build...
...Or you could simply wait for next stable
...or you could simply ask those video authors you're talking about
