When trying to enable ether the Frame Limiter or the Turbo functions initially it looks like nothing happens even though the emulator's GUI shows that I turned on those functions. But I eventually accidently figured out that when PCSX2 is unfocused both of the functions work as intended. Obviously those functions only working when I unfocused the emulator is pretty pointless seeing as how I need to have the emulator focused in order for my inputs to work in the games or to disable the frame limiter after I am done using it. All my emulator settings are default and I am using the most current version the emulator at the time of writing this post which is version 1.7.2755. How do I go about fixing this?
