Thanks to NoZart I know how to fix it for PCSX2 (and Duckstation) :
in the graphics settings, on the advanced tab, there is a point "Allow exclusive fullscreen". That one set to disallowed and you can use borderless
it's a real pleasure to be able to use fullscreen without having to manually fix the luminisoity, or use turbo and frame limit options without the screen turning black everytime activate/disactivate them, thanks a lot buddy!
